Pluto is ALWAYS associated with power. Remember, it behaves like plutonium, where it completely destroys only to rebuild anew. Pluto levels one thing to cause something else to rise up out of the ashes, just like the phoenix-rising arises from the ashes. Pluto destructs in order to reconstruct and there is where the transformation takes place.

So here we have this wonderful sextile, which creates a transformation of energy and pretty much flips it.
